The study aimed to identify the controls and procedures regulating building licenses in Egypt and France, and the study showed that the process of obtaining building licenses is a complex process, the aim of which is to examine the extent to which the application submitted for obtaining a license is compatible with the approved planning and building requirements and the requirements of safety, public safety and health rules, as well as On achieving the aesthetic aspect, eliminating urban distortions and preserving landscapes. The study concluded that the French legislator was more integrated than the Egyptian legislator in regulating the rules related to building permits and linked significantly between the rules contained in the French Urban Planning Law and the Environmental Law. It also concluded that the reform of the building permit system would make the process of obtaining permits guaranteed. The consequences in terms of obtaining the final product and the material and moral costs, in addition to eliminating a large percentage of slums and their effective role in preserving the aesthetic view in the built environment. The study also recommended some recommendations and proposals for the new building requirements system to achieve the required purposes.
