The world is currently experiencing many changes as a result of the massive information revolution, of which artificial intelligence is the latest product, which in turn aims to reach intelligent systems that behave as humans do in terms of learning and understanding. This comes at a time when social media is increasingly being used with its different applications, which has become a fertile field for embracing different opinions and using the right to freedom of expression more broadly than the previous period that preceded the emergence of modern technology. There is no doubt that freedom of opinion and expression, although it is one of the most important rights enjoyed by a person, is subject to a set of controls and restrictions that govern its optimal exercise, especially with the multiplicity of platforms in which an individual can express his opinion. There are many manifestations of abuse of the right to freedom of expression, most notably the spread of hate speech, racial discrimination, calls for violence and extremism, as well as the spread of misinformation and fake news through social networking sites.
