Introduction and research problem:
Educational curricula expression is the backbone of education, a scientific translation of the objectives and plans in every society, and methods of physical education an integral part of education effective and its device in the preparation of future generations for active participation in the overall development objectives of the community in all areas, and development in physical education like curriculum of educational fields rely on the calendar to determine the effectiveness in achieving the desired objectives and in physical education, we find that the evaluation process conducted by the teacher to his disciples, intended to find out how the students take advantage of study and program of physical education in the school and its impact on changing behavior and provide them with multi-motor skills, and physical characteristics.
Physical Education School is one of the important aspects of the educational process in general aspects, and the responsibility of physical education and school many responsibilities pertaining to pupils and students in all different stages of education are located, which makes the people of this noble profession trying hard to improve school sports as a natural area that insatiable tendencies and the needs of the students in the play and starting, governed by a framework of values and educational systems.
Tri Iraqi Taghreed (1991 m) Platform for Physical Education is no different from the other in terms of the curriculum that is built based on the results of modern scientific research, whether in the field of physical education or other scientific fields, such as the field of education, where the educational foundations for the construction of the curriculum.
Aukd Secretary Anwar al-Khouly, and Jamal al-Din El-Shafei (2000) when he was planning or curriculum development in physical education and sports must answer the following questions sufficiently so that a positive and effective approach him include educational refunded:
- What are the goals adopted by the physical education at this stage and is working to achieve (goals)?
- What are the experiences, which should provide it with the students on the behavioral level that will achieve these goals (choice of activities)?
- How can the organization of these educational experiences are guaranteed absorbed or acquire a pedagogically sound way (content regulation)?
- How do you decide the extent of the achievement of these goals and experiences in the form of educational outcomes (calendar
Where that quality in the educational field refers to a set of standards and procedures to be implemented aims to continuous improvement in the educational product, refer to the specifications and characteristics expected in the educational service in the processes and activities that materialized from which those specifications, while providing methods tools integrated help educational institutions to achieve results satisfactory.
In order from the Ministry of Education and the Arab Republic of Egypt on the quality of school education, the school sports is one of aspects of school activity, which should keep pace with evolution as one of the synonyms of quality, in terms of quality of school sports include interest in the development of physical education curriculum to keep pace with the needs of both students and teachers, and attention to the rehabilitation of existing on school sports academically and behaviorally, and activating the role of educational administration at the school sports service and provide all the services and facilities that support the career advancement of the student, which is the educational process axis, as the application of quality in education is linked to the existence of a clear vision of the goals of the educational institutions, which is reflected on the school sports activities in large in terms of teachers' participation in decision-making, and continuous improvement of services and sports programs offered, and meet the needs of students and to satisfy their needs, and continuous training for all those in charge of school sport and providing incentives that help innovation.
Physical Education school faces many obstacles and problems imposed by the circumstances through which any society and affected the school in this community, where Platform for Physical Education school faces many problems and obstacles that contracture obstacle in the way of achieving the goals of this curriculum seeks to achieve it is through the work of a researcher that demonstrator Faculty of Physical Education Zagazig University and his reading and studying the studies through the setup plan this search and interview some of the physical education teachers eastern province to take their opinions reach (to his knowledge) to identify some of the obstacles to the educational process and achieving the desired objectives and the most important of these obstacles can be identified in four axes Which :
- The lack of a clear philosophy of physical education and school, they are derived objectives and develop solutions and logical ideas to achieve these goals, according to quality standards.
- The current curriculum content and the promise of the different aspects of the activity for the achievement of the objective goals deficit.
- Lack of appropriate curriculum content and the promise of the activities of the tendencies and interests and the needs of learners.
- Devoted to aspects of the activity and included in the curriculum content is not commensurate with the time needed to teach her time and not commensurate with the achievement of the National Authority for the adoption of standards.
It also does not Wiesel education suffers from a predominance of quantity over quality, and the inability to cope with the information age, which changed its production methods and patterns of revolution requirements, because our modern Limoges colors are many and complex and the types of challenges to improve the quality of education, particularly school sports, and here is the goal educational systems older not to provide education to every citizen, but should provide high quality education in different directions, which is one area of school sports columns.
By looking to the old curriculum in 2013 m - 2014 m / 2014 m - 2015 m and modern approach 2015 m - 2016 found that the curriculum has been updated, but without reference to quality and certification standards mentioned above.
Thus, the application of TQM in school sports systems is an essential prerequisite for outstanding performance and a means are needed to avoid errors and problems and obstacles that might impede the progress and development, as a result of the successes that I received quality in the developed world applications quickly a lot of Arab countries, including Egypt, to catch up with those countries. He started the application of comprehensive quality systems in the educational process in general and comprising its Physical education different Bmhaorha (teacher - the student - the curriculum), to raise the level of school sports in various schools through follow-up actors and creating the necessary corrective actions and implementation of inhalers and ongoing training program and good rehabilitation, with the quality focus All components of the educational system activities (inputs, processes, outputs).

- Ahmed said key (2006) the most important results that the program execution is not conducive to give fitness in various activities, does not fit the topics included in the program with the age group in terms of quantity and quality, and there is no diversity in the teaching methods of the program according to the subject matter and purpose of it, many teachers possess and is located on the professional and educational appropriate setting in the field of teaching, and the executive program does not take into account the work to give the student's abilities and skills gained in various aspects of life, especially in sports.
- As Moses Mohammed pointed out (2008) the most important results that the development of school sports programs help students to innovate and increase their creativity and mental perceptions, knowledge and goals need to be further developed for comparing goals kinetic psychology, school environment does not help school sports to achieve their ambitions in the UAE community service, and financial support in the field of school sports is weak and not up to an acceptable level, despite high per capita income in the UAE.
