The current research aimed to develop technological concepts and the level of academic aspiration among deaf students at the university level through the two modes of electronic sign language learning (sign alphabet - sign video) in a mobile micro learning environment in the light of the Freire model. The research sample consisted of 16 deaf students in the first division of the Department of Educational Technology, Faculty of Qualitative Education, Zagazig University, who were randomly selected and divided into two equal experimental groups, the first studying with the electronic sign learning mode (sign alphabet), and the second studying with the electronic sign learning mode (sign video). The research adopted the quasi-experimental design known as (experimental design with two experimental groups, with pre and post measurement), and the research tools consisted of an achievement test to measure the cognitive aspects related to technological concepts, and a scale to measure the cognitive aspects related to technological concepts. The results showed that the students of the second experimental group studying the electronic sign language learning pattern (sign video) outperformed the first group in the post-application of the cognitive achievement test related to the development of technological concepts, as well as the level of academic ambition, and the main recommendation of the research is the necessity of employing electronic sign video within mobile micro-learning environments in particular and various electronic learning environments in general and employing them for educational purposes at the university level and studying their impact on various learning outcomes.
