This research aimed to identify the reality of developing general secondary education, the extent to which the reality of general secondary education and its function are compatible with the requirements of total quality, and to present a proposed vision for developing general secondary education in Egypt in light of the requirements of total quality management. The current research used the descriptive approach; as the research dealt with the nature of educational development, its fields, and factors, the reality of educational development in general secondary education, and the obstacles that hinder educational development in general secondary education, concepts related to quality such as total quality, total quality management, the objectives of total quality management and its importance, the principles of total quality management, total quality management standards and requirements for applying total quality management in general secondary education, and the obstacles that may appear during application. The research concluded with presenting a proposed vision for developing general secondary education in Egypt in light of the requirements of total quality management.
