The research aimed to develop some suggested procedures to achieve the educational welfare aspects in Egypt in light of the experience of South Korea and Sweden, the researcher used the comparative method because it is suitable for the study nature and reached some results, i.e. 1- South Korea has applied all the goals of educational for all such as early childhood care, dissemination of primary educational, lifelong educational, adult literacy, sexual equality in educational and the educational quality. 2- South Korea has achieved and applied the nine-year free compulsory primary educational and was able to achieve this system in A three-year secondary educational also. 3- The growth in technological knowledge and its use in education leads to increase both efficiency and effectiveness in the educational process. 4- South Korea has invested large amount of its budget in education through A plan of value adding taxing and increasing revenue. 5- The school independence and the decentralization of education are tools that can be used to improve the quality of education and achieve its welfare. 6- The pre-school stage in Sweden isn't compulsory with that almost all children enroll in it. 7- Education in Sweden is free, except the pre-school stage and higher education which are partly funded from the government. Students and their parents don't pay any fees neither for educational materials, school meals, health care services nor school transportation. 8- The institutions of higher education in public sector in Sweden are self-managing and autonomous. 9- The Sweden education system is decentralize, as the government share responsibilities with the ministry of education and research and three independent local agencies which are established By legislation according to the education law.
