The goal of the research is to propose mechanisms to activate the Egyptian universities' self-independence that reflects positively on developing the policies of accepting students at the Egyptian universities through the comparative study in Finland, Japan and Egypt, according to the nature of the Egyptian society. The researcher used George Bereday approach in comparative educational studies. She concluded some results such as: 1- Self-independence delegate the authority to the university related to the number of entered students in addition to their authority in designing entrance examinations. 2- Giving independence to the universities in Finland and Japan to select standards and numbers of entered students at every university according to what is suitable. 3- The Egyptian universities suffer from non self-independence as the Supreme Council of Universities intervenes in all internal universities affairs. The research resulted in some suggested mechanisms such as: Giving the Egyptian universities liberty in drafting their internal regulations at the level of the university, colleges or departments, through clear regulations and laws related to academic, administrational and financial independence of universities - Considering the determination of accepting students in higher education one of the internal affairs of the university which doing freely without any interfere from any external body.
