The research mainly aims to benefit from the Comer program as a model for the development of primary schools in some American states in the Arab Republic of Egypt. to achieve this purpose the research used the comparative approach, the research proceeded according to this approach in a set of steps starting with the general framework of the study, then clarify the theoretical basis for the Comer program in the contemporary educational literature, then dealing with the most prominent features of the application of the Comer program as a model for the development of primary schools in (Connecticut State) , Michigan State, New Jersey), This was followed by a step in comparative analysis, then presented and analyzed the reality of the Egyptian efforts to develop the primary stage in the light of the concept of the Comer program. The last step included the proposed procedures for implementing the Comer program as a model for developing primary schools in the Arab Republic of Egypt In light of benefiting from the theoretical basis, and the experience of some American states in this field.
