 The current study aims at presenting a group of proposed procedures for building Egyptian learning cities in light of Chinese experience.  For achieving this aims the study allowed some steps it begins with giving a general framework, then analyzing the concept of lifelong learning, after that the study presents the theoretical foundation of learning cities in the following step, the study presents the Chinese experience in building learning cities through exploring two Chinese cities. Beijing and shanghai and then it shows the Egyptian experience in establishing learning cities – finally the study presents the proposed procedures for establishing Egyptian learning cities in light of the Chinese experience in this field
