Electronic management is one of the most prominent modern administrative applications that have emerged over the past few years, due to its ability to keep pace with the enormous qualitative and quantitative development in the field of applying information technologies and systems, and the accompanying emergence of what can be called the ongoing information revolution or information technology revolution, which produced the Internet, in addition to that. It represents a kind of strong response to the challenges of the world of the twenty-first century, which summarizes globalization, digital space, the economics of information and knowledge, the Internet revolution, and the global information network, all its variables and movement trends ([1]).
Electronic administration means converting all administrative and technical work in specific colleges that are of a paper nature into work of an electronic nature using various electronic technologies, and converting the various administration into a paperless administration. It includes a set of basics where paper exists but the administration does not use it extensively, and electronic archives are used instead. And e-mail, directories, electronic diaries, voice messages, and automated follow-up application systems, in administrative work within the various departments in those colleges and information security ([2]).
Colleges of specific education have paid attention to electronic management, and have included it in some of their work. However, in many aspects, they still rely on traditional paper-based management, which wastes time and effort to no avail, which affects their efficiency and hence their institutional adoption.
