Whatever his image, it is one of the rights attached to the personality. Therefore, it seems important to expose this phenomenon, which results in dire consequences that lead individuals to the point of suicide, to try to identify its causes, forms, and how to establish the responsibility of the perpetrator to try to confront it, especially since this phenomenon has become more common in light of the technological revolution, so bullying through various means of communication and social networking sites The issues that many suffer from, and this phenomenon spreads within educational institutions and workplaces, so it was necessary to address it. I divided the research plan into five chapters. As for the second chapter, I talked about the elements of civil liability arising from bullying, and through it I presented the element of the error that creates the civil responsibility of the bully, the element of damage resulting from the bully’s error, and the causal link between the bully’s error and the harm caused to the victim. In the third chapter, I talked about the civil responsibility of those in charge of bullying, and explained the extent of the legal commitment of the guardian and the teacher to the duty of supervision, and the responsibility of each of them for bullying. Compensation for the damages of bullying by showing the effects of bullying. The research concluded with a set of results and recommendations, the most important of which are: that bullying is only behavior, emanating from a person or a group of people, with the aim of causing harm, persecution and abuse to another person or persons, relying on that not to The balance of power between the victim and the bully, and it occurs in multiple forms, and that there is responsibility for school bullying and bullying in the work environment, and that the general rules in civil liability are not sufficient to protect those affected by bullying, due to the difficulty of proving the error in many cases, especially in cases of cyberbullying, and therefore It was recommended to move towards objective liability in order to facilitate the victim's obtaining compensation for the harm he sustained. A risk guarantee fund should be established to compensate victims of bullying, and to raise community awareness of forms of bullying and work to eliminate it.
