The present research aimed to find out how to build the professional learning communities in pre-university education institutions in Egypt, based on the action researches approach. The nature of the current research requires - in order to achieve its objectives and in line with its nature - using the descriptive method. The research has reached several results, most notably: action researches is an approach to building professional learning communities in pre-university education institutions, the lack of interest in the field of building these communities in pre-university institutions in Egypt based on this approach, and the existence of several obstacles to success in this field, Singapore is a distinguished country in this field, and because of its distinction, it has been advanced rank in the list of the best performing countries in the world in the field of education, according to several international reports, and improving the Egyptian situation in this field is possible by benefiting from the experience of this distinguished country. In the light of these results, the current research put forward a suggested perception for activating of the building of these communities in pre-university institutions in Egypt in the light of this approach, based on the Egyptian reality of its potential and circumstances, and Singapore's experience distinguished in this field.
