The author in this article discuss international protection of nucle ar radiation; from both sides preventive and curative. The first part represents how to achieveing the nucle ar safety standards and requirements, in other meaning -the author talking about early notification and assistance as one of the methods, that the preventive protection against the effects of nuclear radiation; what are the lower radiation exposure limits can the human being live with it. And in the second part the author discussing the therapentic part of nuclear protection; In this part i will offering how to justify practices and interventions, And the application of the maximum limits of exposure to doses, In addition to i asked an important question rolling around what are the typicality of the nuclear activities should be followed by the states or international organizations. The state responsibility for nuclear activity and the safety followed it are absolute; no way to discuss this liability even though the state granted the nuclear activity to operation by special sector as long as the state is granted him a license or authorization. The commitment of early reporting and the commitment of providing assistance are two sides of the same coin; it can’t be separated from one another. The first is located on the state which suffering a nuclear accident or radiological emergency; And the other is located on the state which could be providing assistance. The availability of protection from exposure to nuclear radiation in any country is measured by the nuclear safety culture among the general public and professionals working in dealing with nuclear materials and emergency preparedness.
