Libyan Construction Projects Delivery Systems: Empirical Comparison Between Design-Build and Design-Bid-Build

Abstract:
Delivering construction projects on time and budget or lower is still complex. This study presents specific actual project performance comparisons of the Design-Bid-Build “DBB” and Design-Build “DB” delivery systems into Libyan construction projects. All projects data collected from the Libyan Audit Bureau in Tripoli city. The selected project covers most Libyan regions. By analyzing 124 public projects delivered by two methods and two types of construction companies (local and foreign) to provide direct, objective comparison of cost and schedule performance. A quantitative survey made for 43 DB projects and 81 DBB projects. The other project delivery systems will consider in further researches. The results of this study show that on average DB projects cost were about 1.45 times larger than DBB projects cost. The project achieved by local and foreign companies, the average cost overrun for the DBB projects was 34%, and 26% respectively, Whilst only 10% and 0% for DB projects for local and foreign companies respectively. The average projects time extension by local and foreign companies for the DBB projects was 39.8%, and 43% respectively, whilst only 32% and 0% for DB projects for local and foreign companies respectively. In general, DB projects executed by foreign company had little change order than DBB projects. Also, provides quantitative data to support the selection of a specific delivery system with understanding its performance criteria.
