The present study aimed at developing a proposed vision to manage the current gap between the quality of pre-university education in Egypt and the reports of international organizations. The study used several methodological approaches: descriptive approach, reference comparison, method of studying the factors with different environmental effects"Qualitative analysis". The study depended mainly on the Global Competitiveness Report, Human Development Report, Education For All Global Monitoring Report. The study revealed the features of the gap and then diagnosed and analyzed within the context of the general cultural context of Egyptian society and the current challenges. The study set a proposed vision to manage the current gap between the quality of pre-university education in Egypt and the reports and indicators of international organizations, and thus presented some requirements and guarantees for the successful implementation of this vision.
