Abstract: |
The talented, the creative, the superior and the innovators are a natural wealth for any society, and everyone knows that the connotations of development and growth are different in meaning and content, as growth refers to the conditions of developed countries, while the connotation of development refers to the conditions of underdeveloped countries. Hence, we find that the developed countries have achieved the concepts of development while the developing countries are on their way to growth. We also find that development is not limited to an increase in economic quantity, but rather requires an adjustment in the existing economic structure, which means that development needs a qualitative change accompanying the quantity, while growth is Basically, it is a quantitative change only, and since development needs the effort of all members of society, it requires that we look for the abilities, talents and creativity of all, regardless of the individual's disability or disability. The qualification, education and training of these special groups is closely related to the issue of development, and how much of these human resources are overlooked and submerged either because they were not recognized and discovered early, whether by their parents or by
colleagues, the school environment, or society in general, especially in Arab societies, or it may be due to the stereotypical expectations that society holds towards them and questioning their abilities until very recently
