The aim of the research is to identify how to develop the technical functional competencies of managers of measurement and evaluation centers in Egyptian universities to achieve the requirements of digital transformation. The study used the descriptive approach, and designed a questionnaire to measure digital transformation at the university and another questionnaire for measuring technical functional competencies. The study concluded that there is a positive and statistically significant correlation at the level (0.01) between each dimension of the organizational structural changes, followed by the creation of the new added value and then after the immediate employment of technological technologies, as well as between the total degree of digital transformation leadership and technical functional competencies as a whole among the directors of measurement and evaluation centers in Egyptian universities. And there is a positive and statistically significant correlation at the level (0.05) between the project management dimension, the financial dimension, and the technical functional competencies as a whole. It recommended drawing up a set of alternatives and future scenarios in which various strategies are adopted to achieve unlimited participation and cooperation at the level of the work system between centers and sub-units, which contributes to overcoming the issues of controlling and owning processes, information and systems, and building competencies and technical skills for managers of centers and units focusing on During it, on innovation and change along with a focus on new technologies in their own right, such as AI, Internet of Things (IOT), software repositories and question banks, and electronic tests. And developing a group of technical competencies to maximize the effectiveness of the various human resource management roles, and to cover the gap between the required competencies and the current competencies of managers, while overcoming the financial obstacles that impede the process of digital transformation in terms of the lack of competencies and capable capabilities within the centers capable of leading digital transformation and change programs.
