Abstract:
Lifelong learning is a comprehensive concept that emphasizes that learning is not just an intellectual process; However, it includes other aspects such as the role of the individual in society, his performance in the workplace, and his personal development, given the importance of lifelong learning in this era, which was called the era of knowledge; Many industrialized countries considered it essential for their continued competitiveness. Canada is one of the countries in the world most interested in lifelong learning. It has designed a composite learning index to measure lifelong learning in various Canadian regions, cities, and communities. This indicator was applied in 2006, and this indicator measures the progress in lifelong learning, as it goes beyond what is happening. The composite learning index is based on the four dimensions of learning recommended by the International Committee on Education for the Twenty-first Century, led by Jacques Delors, and these dimensions are: - Learn to be: This dimension includes the development of the individual's mind as well as creativity and personal discovery, which can be acquired through reading, the use of the Internet and various activities (learning related to personal development and creativity). - Learn to know: This dimension includes the development of skills and knowledge that are employed in various fields (which is intended mainly for educational institutions-based learning). - Learn to work: This dimension includes the acquisition of applied skills related to professional success, such as training in computer skills, administrative training, ..... and others (work-related learning and professional skills). - Learn to live together: This dimension includes values: respect, concern for others, and appreciation of diversity (learning related to social cohesion). Canada was able to put these four dimensions in the form of a single composite indicator, under which a set of other measurable indicators fall, and these indicators reflect the formal and informal activities that occur in several contexts at the level of the individual's life as a whole, and the real value of the indicator lies in the clear relationship to the most apparent. The indicator is between learning on the one hand and social and economic well-being on the other. At the local level, the Egyptian government's interest in statistics and indicators emerged through the establishment of a central agency for public mobilization and statistics, which is the official statistical agency in Egypt. It collects, processes, analyzes and publishes all statistical data and enumerations. Despite Egypt's interest in providing data and statistics in various fields (education, culture, health, work, training,...), we still have not moved in the right direction towards lifelong learning; Therefore, the main objective of the current study was to design and build a composite learning indicator to measure lifelong learning in Egypt, by benefiting from the Canadian experience in this field. To achieve this goal, the study relied on the descriptive analytical approach by identifying the theoretical framework of lifelong learning, highlighting the theoretical foundations of the composite learning indicator, and analyzing Canada's experience in applying the composite learning indicator to measure lifelong learning and the role of this indicator in drawing attention to the role played by learning. Lifelong learning in bringing about economic and social development in Canada, and the extent to which the success of this indicator is reflected in the European Union countries. The reality of the dimensions of lifelong learning in Egypt has been clarified. In the context of all of the above, a proposed vision was finally reached to transform Egyptian cities and centers into learning cities by designing and building a composite learning index through which accurate data and information could be obtained that would help officials determine our strengths and weaknesses. Which makes us able to promote the concept of lifelong learning throughout Egypt.
