Contractor pay factor versus pavement performance

Abstract:
This study aims to create a new contractor payment method for HWYconstruction works depends on actual as constructed pavement performance. Toachieve this objective, a comparison between as constructed and as designedpavement section was conducted by analyzing their performance usingKENLA YER program through two stages. In the first stage, ESAL’s wereestimated for the assumed as constructed pavement sections based on thecommon expected construction defects in terms of single defects as reduction inthickness ”T” or in modulus of resilience ”Mr” (140 case) or double defects, thatmean combining two defects (I225 case). A case study for triple and fourthdefects (IO cases) was analyzed to investigate the danger of combining defects.The second stage concerned with converting the obtained ESAL for asconstructed section to ”n2” years knowing pavement design life ”n I” using thedeveloped equation in this study. By making economical comparison of assumedcommon maintenance plane for as designed section versus as constructed section;contractor payment factor was created. There are 30 obtained figures for thismethod, from which user will use only 4 figures to apply the proposed method,depending on the type of construction defect and the design pavement life.Growth rate ”r” and money interest rate ”i” are also considered to give the newmethod straightness and accuracy. Finally, the study concluded that combinedconstruction defects have great effect on pavement life consequently highdifference between the traditional payment method and performance paymentmethod obtained by considering these defects. So, it is recommended to usepayment method depends on actual as constructed section perfonnance andconsider it as a whole object not some separated layers during paying forcontractor.
