Data are drawn from empirical study of project management professionals [44].Govindan et al (2000) review and developed data base for planning and estimation process and confirm that simulation required a continuous form of data collections to support itsmodeling process [38 J.Delay occurs in construction project, if the contractor Iai Is to finish andcomplete the project in its pre-determined duration according to the contractual agreementwith the owner. There are many types of delay according to the responsibilities of the three parties (contractor, consultant and owner), according to liability (compensable,. excusable, non excusable & concurrent delays). In a delayed project, it is often difficult to determine precisely the nature of the delays and the exact responsible party. However, one of the1110st effective way using to evaluate delay is to compare the original planned schedule with actual schedule. The actual schedule must be developed from job records such as daily reports, minutes of meetings, ... etc. [68].
