Computer aided contractor selection

Based on the proposed methodology for contractor selection presented in this study, the following can be concluded:According to the questionnaire answers the main effective criteria in competitive bidding include:· Contractor qualification· Experience and reputation of the contractor· Submission of alternative offers· Foreign companies· Completeness of bid document· Type of contractor company· Project location· Bid understanding· Financial statusThese criteria are outlined in Tables (4.1) and (4.2) in Chapter 4.from the questionnaire results, the essential criteria affecting competitive bidding are the technical evaluation criteria (having a weight value of 55.8%) and the financial evaluation criterion (having a weight value of 44.2%) as illustrated in Table (4.6).For measuring the contractor score of each parameter for the various criteria affecting competitive bidding, mathematical formulas are developed as shown in Table (4.5).A proposed computer program has been developed to facilitate in taking the decision for the awarded contractor. It takes into consideration the effect of all criteria affecting competitive bidding.The proposed computer program is created to be applied in the Egyptian market as it is introduced according to the Egyptian Law for contraction and can be applied for contractor selection in all sectors of construction projects.6.2 Recommendations and Future WorkBased on the study conducted and the proposed procedure, the following may be recommended:The proposed computer program for contractor selection is recommended for use as it is compatible with the Egyptian law for contracting.A separate study for each construction sector can be conducted to obtain the values for the effective of the different criteria affecting competitive bidding.A separate questionnaire can be distributed through experts for each construction sector in order to have detailed and accurate values for the weighing factors affecting the competitive bidding in each sector.The database bank of questionnaire results needs periodic upgrading based on implementation experience. This will improve the accuracy of the weighing values for various criteria affecting competitive bidding.Artificial intelligence techniques (fuzzy approach, neural network and genetic algorithm) can be applied in the field of competitive bidding evaluation.
