Highway networks represent an important element in the advancement ofany country. Socio-economical development can not be made possible without a good integrated road system linking towns, villages and production sites. A highway network is a vital asset which must be constructed and/or maintained to an acceptable level related to preset and acceptable objectives. Pavement will bedeteriorated under the effect of traffic load and environment, which accelerate the rates of pavement performance losses. So, annual expenditures for highway network improvement projects are increasing each year and also; highway networkneeds to increase the number of improvement projects. Furthermore, the available funds for highway sector are not adequate to satisfy all required improvement projects. This situation led to an urgent need to analyze and evaluate improvement projects to assist highway management in effectively utilizing the already restrictedallocated funds.The goal of this research is based on the development of a system forhighway maintenance and rehabilitation management to compromises betweenValue Engineering, VE, Technique and Goal Programming ,G.P, to provide a basis to the decision maker ( Top Management) to be used as a framework for highway management. The main objectives of the proposed methodology is directed to the following tasks :-1- Minimize the total cost while keeping all links of highway network atacceptable performance; i.e., minimization of improvement projects costsby using Value Engineering techniques.2- Maximize the total benefit of improvement projects under the availablefunds and achieve multiple conflict management goals on highwaynetwork by using goal programming. Management goals are pavementcondition, service level and safety.
