Abstract:
Value engineering, is a powerful tool, by which the project budget could be optimized. Value engineering examines function and eliminatesunnecessary cost without affecting quality. It stresses on keeping thefunctions of the design element and assure the client requirements, whilereducing the project budget.According to the Sixth Five-Years Plan in Egypt, the program of educationalbuildings includes building of2915 schools of about 39.8 thousand classes, in addition to doing maintenance works for 1250 schools during the plan years.This program is an update of what is expected termination of schools (585schools) in 2006/2007 under the electoral program of the President on theestablishment of3500 schools including 48 thousand classes over six years.from this point, it was essential to’ reduce the high cost of constructionthrough different techniques of cost reduction or budget optimizingtechniques.This thesis is inherited to educational buildings in Egypt. It introduces thevalue engineering methodology, technique, process and the requirements toapply it on educational buildings in Egypt in order to make as much savingsas possible. The thesis demonstrates the application of the value engineering.An ”eight classes” primary school model of Egypt in Educational Buildingswas used as an application of Value Engineering methodology.
