Abstract:
According to the study conducted by the CICE (1982),construction industry is far less progressive than many othermajor industries in developing and adopting new technology.Horeover, Gab-Allah (1989), in his research revealed that, interms of the total amount of work being done, it is only asaIl Inorlty of projects that consideration has been made tothods of design and construction. This is not due to the willfulrefusal of civil engineers to use other method,but Is a result of a combination of constraints. These constraints, according to Scott (1986), are divided into those imposed by external influences beyond the scope of theengineer, and those created by the engineers themselves.The ajor interest of researchers and engineers is toe constraints imposed by the engineers themselves,• , 1 constraints.
