A study of project delivery system for choosing suitable delivery alternatives through stages of construction projects

Abstract:
The Ministry of Public Works and Water Resources (MPWWR) is a big sectorin the Egyptian construction industry and applies different project delivery systems(PDS’s) which are not studied before. The study reviews PDS’s in 50 projects whichhave been constructed in East Delta district and covered the period from 1984 to1993. It focuses on delivery systems in four project stages, (1) Design; (2) Tendering;(3) Contracting; and (4) Construction.The study is conducted through interviewing MPWWR engineers andreviewing documents of the studied projects. The evaluation criteria ofPDS’s are: (1)Owner organization; (2) Risk allocation; (3) Project characteristics; (4) Projectobjectives; and (5) Law 9/1983 for regulating tendering and contracting proceduresin governmental projects.The analysis of results indicates the need for applying open tendering methodin Reshaping and Cleaning projects instead of Force account system. In all projectcategories, a call is made for using a prequalification procedure for selectingcontractors and applying payment adjustment factors to improve construction quality.The analysis also indicates that reducing contract value, to about L.E. 500,000, couldeliminate delays in project duration.
